How to receive one-time financial assistance in the event of disability or partial loss of working capacity

The Ministry of Defence of Ukraine outlines the procedure for calculating and paying one-time financial assistance (OFA) to service members and individuals discharged from military service due to disability or partial loss of working capacity.

Eligibility for one-time financial assistance (OFA) 

The following categories of persons are eligible for OFA upon determination of disability:

  • service members, as well as individuals discharged from military service, who sustained wounds, trauma, blast injury, permanent disabilities, or illnesses related to the performance of military duties (in defense of the homeland) or arising from military service.

The following categories of persons are eligible for financial assistance upon determination of partial loss of working capacity:

  • service members who sustained wounds, trauma, blast injury, permanent disabilities, or illnesses related to the performance of military duties (in defense of the homeland);
  • individuals discharged from military service, if a partial loss of working capacity resulting from the performance of military duties (in defense of the homeland) is confirmed within three months of discharge.

Factors determining the amount of one-time financial assistance:

  • The subsistence minimum set as of January 1 of the year in which disability or loss of working capacity was first determined;
  • The causal link;
  • If disability is established in 2025 – the amount depends on the cause and the disability group: from UAH 211,900 (Group III, related to military service) to UAH 1,211,200 (Group I, related to the performance of military duties in defense of the homeland);
  • If partial loss of working capacity without disability is established in 2025 – the amount depends on the percentage of loss of working capacity: from UAH 7,500 (5% loss of working capacity) to UAH 45,400 (30% loss of working capacity).

It is important to note that the assignment and payment of one-time financial assistance shall not be made if disability or partial loss of working capacity of a service member resulted from any of the following actions committed by a service member:

  • committing a criminal or administrative offense;
  • being under the influence of alcohol, drugs, or toxic substances;
  • intentional self-inflicted injury. 

The right to receive one-time financial assistance can be exercised:

-  no later than three years from the date indicated in the Medical and Social Expert Commission (MSEC) certificate (or the extract from the decision of the Expert Team for Assessment of Everyday Functioning of Individuals – ETAEFI) establishing disability or a change in disability group or causal link;

-  in the case of establishing a percentage of loss of working capacity without determining disability – within three years from the date of the medical examination.

If the loss of working capacity without determination of disability is solely related to military service (without direct connection to the performance of duties or defense of the homeland), the payment of OFA is not provided

Procedure for submitting documents 

To receive payments, it is necessary to prepare a package of documents, which includes:

  • a payment application
  • certified copies (stamped by the military unit or notarized) of: 

a) the Medical and Social Expert Commission (MSEC) certificate or the extract from the decision of the Expert Team for Assessment of Everyday Functioning of Individuals (ETAEFI) regarding established disability or degree of loss of working capacity (including the initially determined disability in case of re-examination); 

b) the resolution of the Military Medical Commission on the determination of causal link for wound (blast injury, trauma, or permanent disability) or for illness;

c) a certificate regarding the circumstances of the wound (blast injury, trauma, or permanent disability);

d) passport or other identity document;

e) tax identification number.

  • consent for the processing of personal data;
  • a copy of the military ID (for foreign nationals). 

Where to apply for one-time financial assistance (OFA) 

Service members shall submit the application with supporting documents for OFA to their military unit at the place of service. 

Individuals discharged from military service who served in the Armed Forces of Ukraine shall submit the application with supporting documents to the Territorial Recruitment and Social Support Center (hereinafter – TRSSC). 

Individuals who served in other military formations (National Guard of Ukraine, Security Service of Ukraine, Foreign Intelligence Service of Ukraine, Main Intelligence Directorate of Ukraine’s MoD, State Special Communications Service, State Border Guard Service of Ukraine, State Special Transport Service of Ukraine, etc.) shall submit the application with supporting documents directly to those respective formations.

How the review and decision-making process works

After review and verification by the military unit or the regional (city) TRSSC (hereinafter – R(C) TRSSC), the submitted documents, together with the conclusion on the possibility of assigning OFA, are sent to the Ministry of Defence. 

The Ministry of Defence commission makes a decision, which is communicated to the military unit or the R(C) TRSSC, who in turn inform the applicant of the decision.

In the event of a positive decision on payment, the Ministry of Defence provides funding, and the military units, regional or city TRSSCs, transfer the funds to the recipient’s account.

Amount of OFA if disability or loss of working capacity is established in 2025

For service members and individuals discharged from military service whose disability is related to the performance of military duties or defense of the homeland:

Group I – 400 times the subsistence minimum (UAH 1,211,200);

Group II – 300 times the subsistence minimum (UAH 908,400);

Group III – 250 times the subsistence minimum (UAH 757,000). 

For service members and individuals discharged from military service whose disability arose in connection with military service:

Group I – 120 times the subsistence minimum (UAH 363,360);

Group II – 90 times the subsistence minimum (UAH 272,520);

Group III – 70 times the subsistence minimum (UAH 211,960).

Amount of OFA in cases for partial loss of working capacity 

If partial loss of working capacity is related to the performance of military duties (in defense of the homeland), payments are provided depending on the percentage of loss of working capacity, starting from 70 times the subsistence minimum for: 

  • service members who lost working capacity as a result of wounds, blast injury, trauma, permanent disabilities, or illness;
  • individuals discharged from military service, if the loss of working capacity is established no later than three months after discharge.

In the case of a change in disability group or its causal link that entitles the individual to a higher amount of one-time financial assistance, an additional payment is assigned, taking into account amounts previously paid.

If a greater degree of loss of working capacity or a change in its causal link is established, entitling the individual to a higher amount of one-time financial assistance, payment is made taking into account amounts previously paid (except in cases of wounds, trauma, blast injury, or permanent disabilities sustained at different times, for which assistance is paid separately, without considering amounts previously paid).

  • Resolution of the Cabinet of Ministers of Ukraine dated 25.12.2013 No. 975 ‘On Approval of the Procedure for Appointment and Payment of a One-Time Financial Assistance in Case of Fatality (Death), Disability, or Partial Loss of Working Capacity Without Assigning a Disability Status) of Service Members, Individuals Liable for Military Service, and Reservists Called to Training (or Examination) and Special Training or for Service in the Military Reserve.’
  • Order of the Ministry of Defence of Ukraine dated 14.08.2014 No. 530 ‘On Approval of the Regulations on the Organization within the Ministry of Defence of Ukraine of Processes Related to Calculating Years of Service for Assigning Pensions and Long Service Increments to Service Members and Providing Social Payments to Individuals Discharged from Military Service in the Armed Forces of Ukraine, as well as to Their Family Members.’

Payment timeframes

In most cases, payment is usually made within four months from the date of document submission. Timeframes may be extended due to additional processing of documents.
