Government regulates automatic placement on and removal from the military register
At the initiative of the Ministry of Defence, the Government has simplified the procedures for placing citizens on and removing them from the military register.
Young men who turn 17 can now be placed on the military register remotely through the Reserve+ mobile app, without visiting a Territorial Recruitment and Social Support Center (enlistment office) and without undergoing an examination by the Military Medical Commission (MMC).
Citizens aged 25–60 who are not yet on the military register and have no lawful grounds for exemption will be automatically placed on the register.
The procedure for removing Ukrainians from the military register upon reaching the upper age limit for the reserve service will also be automated.
The relevant amendments have been made to the Regulation on the Organization and Maintenance of Military Registration of Conscripts, Individuals Liable for Military Service, and Reservists (Resolution No. 1487, dated December 30, 2022).
These changes reduce the time and effort required, enabling procedures to be completed promptly and without unnecessary bureaucracy.
Further details on the key innovations:
1. Placement of conscripts on the military register. Each year, from January 1 to July 31, male citizens of Ukraine who turn 17 during that year are placed on the military register for the first time. Registration can be completed in the following ways:
- Remotely – through the Reserve+ mobile application (electronic account of conscripts, individuals liable for military service, and reservists).
- In person – by visiting a district or city enlistment office with the required documents.
Registration in this category does not require undergoing or being referred for a Military Medical Commission (MMC) examination.
2. Automatic placement on the military register. All male citizens of Ukraine aged 25 to 60 who are not yet on the military register and have no lawful grounds for exemption will be automatically placed on the register. This will reduce manual processing and lessen the need to visit enlistment offices.
3. Automatic removal from the military register. The procedure for removing citizens from the military register upon reaching the upper age limit for reserve service will also be automated. Furthermore, heads of state authorities, local self-government bodies, enterprises, and institutions must record the relevant entries in personal military registration records within seven days of an employee reaching the upper age limit.
