Government approves updated roster of Deputy Ministers at the Ministry of Defence of Ukraine

At today’s Government meeting, the Cabinet approved an updated roster of Deputy Ministers at the Ministry of Defence, following a submission by Minister of Defence Mykhailo Fedorov.

The Government has appointed Oleksii Vyskub as First Deputy Minister of Defence. Before this, he had served as First Deputy Minister of Digital Transformation since 2019.

Oleksii Vyskub oversaw the development of the Diia portal and public services, process reengineering, and the reduction of bureaucratic barriers. Since the onset of the full-scale invasion, Oleksii Vyskub has been actively engaged in the technological war effort and the development of all military projects led by the Ministry of Digital Transformation. He was responsible for rolling out the “Army of Drones”, “e-Points”, and “Drone Line” projects, and for supporting the establishment of drone assault regiments, the build-up of UAV crew echelons, and the development of lower-tier air defense.

Within the Ministry of Defence team, he will continue to oversee the development of key projects aimed at achieving Ukraine’s wartime objectives.

Lieutenant General Ivan Havryliuk has been reappointed as Deputy Minister of Defence. Before this, he served as First Deputy Minister of Defence.

He has extensive experience in military leadership, organizing effective logistics, and planning strategic force development. He previously headed the Rear Services of the Armed Forces of Ukraine and served as Deputy Chief of the General Staff of the Armed Forces of Ukraine.

Ivan Havryliuk’s involvement in the Ministry of Defence team is essential for reinforcing rear support processes and delivering effective solutions to the frontline.

Sergiy Boyev has been appointed Deputy Minister of Defence for European Integration. He joined the Ministry of Defence team in 2024 and was responsible for cooperation with international partners.

He brings international experience in economics, strategy, and partnership development, has worked at leading consulting firms, and has focused on attracting partners to Ukraine’s defense industry.

Today, Sergiy Boyev’s expertise is essential to building effective, long-term relations with the European Union, NATO, and partner countries, as well as to securing security assistance and funding.

The Ministry of Defence team also includes Deputy Minister Lieutenant General Yevhen Moisiuk, responsible for force generation and social support; Lieutenant Colonel Yurii Myronenko, overseeing the development of frontline innovations; and Oksana Ferchuk, who leads digitalization and digital transformation.

“We are continuing to transform the Ministry of Defence into an effective structure capable of achieving its objectives,” concluded Mykhailo Fedorov.
