First 100 military units have transitioned to daily use of the “Impulse” system

The deployment of the Ministry of Defence’s official personnel record-keeping system “Impulse” continues within the Armed Forces of Ukraine. As of today, the first 100 military units have transitioned to daily use of the system and are performing key personnel record-keeping processes digitally.

These units have already imported personnel data and are generating regular reports for their command, issuing personnel orders, finalizing daily orders, and maintaining attendance and personnel movement records. In addition, “Impulse” is used to register newly assigned personnel, issue appointment orders, and process personnel status changes for medical or family reasons.

The 10th, 11th, 16th, and 21st Army Corps are currently among the leaders in transitioning to daily use of the “Impulse”. In the units of these corps that are prioritized for the rollout of the system, full digital workflows for data management, regular reporting, and personnel processes have already been established. This helps unify personnel record-keeping, improve data accuracy, and significantly reduce the time spent on routine processes within personnel services and unit administrations.

The “Impulse” system was developed by IT specialists from the Armed Forces of Ukraine’s Center for Scaling Technological Solutions. The system's deployment is being carried out by units of the Ministry of Defence of Ukraine and the Armed Forces of Ukraine. 

The system runs within a secure, closed environment. Data access is restricted to authorized role-based users, and all activity is logged.

The deployment of “Impulse” lays the foundation for the military's further digital transformation. Going forward, data from the system will serve as the foundation for new services in the Army+ app, the Medical Information System, and other defense digital products.
