Ensuring uninterrupted supply for the military: the MoD Defence Procurement Agency starts advance procurement for the next year

The Ministry of Defence of Ukraine’s Defence Procurement Agency (DPA) has initiated the 2026 procurement process in 2025, marking the first instance of next-year contracting being conducted within the current year.

Accordingly, a qualitatively new state approach to defense procurement planning ensures that the Armed Forces of Ukraine receive a steady and uninterrupted supply of weapons, equipment, and dual-use goods.

“For warriors, this ensures a timely supply. For manufacturers, this provides planning certainty. We are laying a solid foundation for Ukraine’s defense in 2026,” said Minister of Defence of Ukraine Denys Shmyhal.

The MoD Defence Procurement Agency (DPA) has received indicative requirements for 2026 from the General Staff and has launched pre-contracting activities, including market consultations, proposal analysis, and assessments of Ukrainian manufacturers' capacities. Upon completion of this stage, contracts will be concluded. 

In parallel, existing three-year contracts that include deliveries in 2026 remain in effect, as do earlier agreements for the delivery of weapons and equipment.

Arsen Zhumadilov, Director of the MoD Defence Procurement Agency, emphasized: “The early launch of the procurement cycle for the following year reflects the joint efforts of the Ministry of Defence, the General Staff, and the DPA. For the military, this is a clear signal of timely and uninterrupted supply. For the market, it enables workload forecasting and production planning.”
