Effective army supply: MoD, AOZ, and DOT discuss steps toward decentralizing procurement

Representatives of the Ministry of Defence of Ukraine and its subordinate bodies – the State Operator for Non-Lethal Acquisition (DOT) and the Defence Procurement Agency (DPA) – reviewed pressing issues in defense procurement, with decentralization as the main priority.

The discussion took place during a round table initiated by the Ministry of Defence and the NGO ‘Foundation for Support of Reforms in Ukraine’. The event was also attended by representatives of the General Staff of the Armed Forces of Ukraine and the ‘Defence Procurement Reform Project.’

The discussion brought together the top graduates of the ‘Project 100’ program – military procurement personnel who, over three stages of training, demonstrated strong results, mastered the legislative framework, and established effective procurement systems in their units.

Colonel Oleksandr Osadchyi, Acting Director of the Procurement Department at the Ministry of Defence, thanked the ‘Project 100’ graduates for their conscientious service. He also outlined the main areas of the Department’s activities, which include improving procedures for requirements planning, introducing modern digital tools, and strengthening transparency and accountability in procurement processes.

Andrii Sozanskyi, who heads the State Operator for Non-Lethal Acquisition (DOT), provided an overview of its organizational structure and key achievements.

Halyna Litosh, Head of DOT-Chain Implementation, presented the IT system’s functionality and shared interim results of the DOT-Chain Defence project – a new module operating as a weapons marketplace for the military, where they can independently order UAVs. She also reported on expanding the range of products to be procured through this module.

The participants additionally addressed the matter of joining military units into framework agreements managed by the DPA.

Reference information: ‘Project 100’ is an educational and consulting program designed to strengthen the procurement capacity of units of the Armed Forces of Ukraine. The program was launched in April 2024. Since then, more than 200 military procurement personnel from different units of the Defence Forces have completed the course. In September 2025, over 70 additional participants began their training.

The project is funded with support from the ‘Foundation for Support of Reforms in Ukraine’ and the Special Defence Advisor, financed by the UK government.
