DOT, the acquisition agency of the Ministry of Defence, announces the procurement of foodstuff supplies for the Armed Forces for the first half of 2025
The State Operator For Non-Lethal Acquisition (DOT), the acquisition agency of the Ministry of Defence, has announced the procurement of foodstuff supplies for the Armed Forces of Ukraine for the first half of 2025. The procurement is expected to exceed UAH 20 billion.
“Ensuring proper nutrition for the military is essential not only for maintaining health and comfort but also as a critical factor influencing morale and the combat effectiveness of our defenders. We must provide our military with various nutritious food options of superior quality, emphasizing the enhancement of nutritional standards and the incorporation of contemporary technologies and innovations. We are constantly enhancing all aspects of non-lethal supplies to ensure the army is fully provisioned to execute combat missions effectively,” said Deputy Minister of Defence of Ukraine Dmytro Klimenkov.
Currently, the bidding is announced under the following model: the supplier independently selects the manufacturers of products for the Armed Forces of Ukraine. The new agreement introduces several changes to enhance foodstuff quality and strengthen oversight: detailing foodstuff descriptions, broadening the scope of audits and inspections, updating transportation standards, revising penalties, and more.
Plans are underway to launch procurement under the new pilot model introduced in September 2024. This week, framework agreements were announced for pilot bidding in specific food categories, such as vegetables, fruits, sausages, meat, dairy products, and fish. These foodstuff categories have been chosen for enhanced scrutiny regarding their quality. The new pilot supply program will run concurrently with the existing system in five regions, beginning in 2025: Kyiv, Vinnytsia, Zhytomyr, Cherkasy, and Kirovohrad regions. At present, the DOT is in the process of selecting contractors for further qualification ahead of the upcoming pilot biddings, which are scheduled for mid-December.
“This year, we are announcing the procurement in advance, as early as November, to ensure stable supplies for the military. The current logistics model is well-established, familiar, and understandable to market participants, so it continues to be used, primarily in the areas where the front line passes. At the same time, the ‘pilot’ model offers several advantages that will enable us to enhance quality control and foster direct contact with manufacturers,” said Halyna Litosh, Program Director of the Food Project Portfolio Management at DOT.
