Digitalization of the Military Medical Commissions system: All decisions are now issued electronically

Starting April 1, 2025, all decisions with conclusions of the Military Medical Commissions (MMCs) will be issued electronically. To facilitate this transition, the Ministry of Defence of Ukraine has developed and implemented an electronic MMC cabinet.

This marks the completion of the first phase of a comprehensive MMC reform. MMC conclusions are now automatically transmitted to the Oberih register of individuals liable for military service, allowing quicker updates on fitness/unfitness for military service status and examination dates in the Reserve+ app.

“Individuals liable for military service no longer need to personally submit MMC decisions to enlistment offices for inclusion in their personal records or wait for the commission to send paper documents and have them entered into the system. We are already making the military medical examination more convenient for citizens at the first stage of the reform,” said Kateryna Chernohorenko, Deputy Minister of Defence for Digital Development.

During the transitional period in March, MMC personnel registered in the electronic cabinet and underwent training. In this regard, the highest user activity over the month was recorded in Dnipropetrovsk, Kharkiv, Vinnytsia, Lviv, and Khmelnytskyi Oblasts.

To recap, in January 2025, the Ministry rolled out electronic referrals to the MMC within the Reserve+ application. This allowed individuals liable for military service to submit a request with just a few clicks and receive a referral to the MMC directly on their smartphones without having to visit enlistment offices. This feature is available both for individuals who voluntarily wish to undergo a fitness-for-service examination and for those who have received a paper summons to attend the MMC examination.

The reform of the Military Medical Commission (MMC) system is designed to make the military medical examination as convenient, fast, and transparent as possible for citizens. This comprehensive process involves the digitalization of procedures and the improvement of the regulatory framework.

The project was implemented in collaboration with the Ministry of Health and the General Staff of the Armed Forces of Ukraine. It was supported by the Program backed by the UK Special Adviser on Defence and funded by the UK government, the Ministry of Defence of Germany, and the Better Regulation Delivery Office (BRDO).
