Deputy Defence Minister Mykola Shevtsov highlights wartime procurement achievements at JATEC seminar

Lieutenant General Mykola Shevtsov, Deputy Minister of Defence of Ukraine, attended the inaugural NATO–Ukraine Joint Analysis, Training, and Education Center (JATEC) seminar, dedicated to exchanging experiences in defense procurement during martial law. He emphasized the importance of close cooperation between Ukraine and NATO in reforming defense procurement and exchanging practical experience amid russia’s full-scale armed aggression.

The seminar takes place as part of the implementation of the recommendations from the Strategic Review of Ukraine’s Defense Procurement, adopted in 2024 at the 75th NATO Summit in Washington.

“Ukraine’s defense procurement system demonstrates resilience, flexibility, and adaptability to the challenges of war, as well as the determination to pursue change, growth, and improvement. With the support of our NATO partners, we have jointly developed a roadmap to guide this development for the years ahead and are working together on its implementation, Mykola Shevtsov noted in his address.

The Deputy Minister of Defence emphasized that the distinctive feature of Ukraine’s procurement system during the war has been its decentralization. “Military units have the resources and capability to meet their needs independently within short timeframes,” he emphasized.

Furthermore, Mykola Shevtsov stressed that under these extremely challenging conditions, the Ministry of Defence has achieved significant progress in digitalizing logistics and procurement processes: SAP Defence and DOT-Chain Defence are being actively implemented, and work continues on digital registers of manufacturers and procurement participants. 

“The defense industry has also undergone substantial change: Ukrainian manufacturers are swiftly adjusting to the needs of the front, demonstrating innovation and effectiveness under relentless enemy attacks,” he stressed. “The Ukrainian defense industry has not only endured but is becoming the heart of the wartime economy, inventing new means to effectively strike the enemy on land, at sea, in the air, and deep behind the front lines,” added Mykola Shevtsov.

The Deputy Minister also underscored that Ukraine stands ready to share its accumulated experience with partners while the Defence Forces continue to hold back the aggressor.
