Armed Forces of Ukraine to gain new digital personnel services powered by the ‘Impulse’ system

The ‘Impulse’ digital personnel record-keeping system will serve as the foundation for developing new digital services and other IT products within the military, helping to address a wide range of service-related needs. Service members will be able to view their military ID, receive electronic leave authorizations, track their leave days and length of service, and manage records related to weapons, property, and payments.

The ‘Impulse’ system is currently being deployed in Air Assault Forces units, streamlining the work of personnel services, personnel offices, and commanders.
 

  • For personnel services, it automates routine tasks and enables the quick generation of orders, certificates, and reports without manual data entry.
  • For personnel offices, it provides a unified service record card that documents all events throughout a service member’s career, ensuring coherence and accuracy of unit-level information.
  • For commanders, it provides instant analytics on unit manning and readiness, available on demand.

The ‘Impulse’ system is the foundation for the digital transformation of the entire military. “The system already enables unified recording of service events, reduces document preparation time, and forms the technological basis for new digital services designed for service members,” said Oksana Ferchuk, Deputy Minister of Defence of Ukraine for Digital Development, Digital Transformation, and Digitalization.

The system operates within a closed, secure environment. Information access is role- and level-based, and all user actions are logged. 

The system was developed by the Center for Scaling Technological Solutions of the Armed Forces of Ukraine, where IT specialists with civilian experience in developing digital products serve. The rollout of the system is being implemented by units of the Ministry of Defence of Ukraine and the Armed Forces of Ukraine.
