Oksana Ferchuk was born in Simferopol, Autonomous Republic of Crimea, Ukraine.

Education

  • 1997 – National University of Kyiv-Mohyla Academy, Specialist degree in Biology.

Professional Experience

1998–2005 — Held several management positions at Ukrainian Mobile Communications.

2006–2007 — Marketing and Sales Director at Telesystems of Ukraine JSC.

2008 — Commercial Director at AV Engineering LLC.

2008–2016 — Held executive positions at Vision TV LLC. Launched Viasat satellite television in Ukraine and introduced pay-TV services at Kyivstar, one of Ukraine’s largest telecom operators.

2016–2021 — Top executive at leading logistics and digital services, including Director of the Nova Post Group and Director of the public procurement platform ZAKUPKI.PROM.UA (Prozorro public procurement reform). Led the launch and development of the digital document management service Vchasno.

2021–2022 — Director of the postal operator Justin.

Since 2022 — Adviser to the Patronage Service of the Minister of Defence of Ukraine. Coordinated the implementation of the LOGFAS logistics system and the launch of the international cooperation and logistic platform Korovai. Oversaw the rollout of the military medical information system (MIS AFU) and the SAP-based logistics management system for the Armed Forces.

On 25 July 2025 — Appointed Deputy Minister of Defence of Ukraine for Digital Development, Digital Transformation, and Digitalization.
