First Deputy Minister of Defence of Ukraine

Oleksii Vyskub

On 5 February 2026, Oleksii Vyskub was appointed First Deputy Minister of Defence of Ukraine, joining the leadership team headed by Mykhailo Fedorov. Prior to this appointment, he held the position of First Deputy Minister of Digital Transformation of Ukraine. 

Oleksii Vyskub was born in 1982 in the city of Dnipro. In 2004, he graduated from Dnipropetrovsk National University with a degree in Computer Systems and Networks. In 2008, he graduated from the Dnipropetrovsk Regional Institute of Public Administration of the National Academy for Public Administration under the President of Ukraine, earning a Master’s degree in Public Administration. 

Between 2004 and 2008, he progressed through key technical roles at the Dnipropetrovsk Regional State Administration and Dnipropetrovsk Regional Council. In 2008, he joined the Main Information and Communications Research and Production Center of Dnipropetrovsk Oblast, which he later headed. He was responsible for the region’s digital transformation and innovation development.  

In 2015, he began his career at the State Agency for E-Governance and later became the First Deputy Head of the Agency. During his tenure at the State Agency for E-Governance, he contributed to the development and launch of Ukraine’s first electronic services, the advancement of the open data ecosystem, and the rollout of Trembita — a unique interoperability ecosystem for state information resources and registries that continues to underpin Diia and Ukraine’s overall digital governance infrastructure.  

Starting in 2019, Oleksii Vyskub served as First Deputy Minister of Digital Transformation, overseeing the development of Diia and public services, process reengineering, and reducing bureaucratic barriers.  

After the onset of the full-scale invasion, he worked as part of the Ministry of Digital Transformation team on major military initiatives — Army of Drones, Drone Line, and Army of Drones Bonus — and contributed to the establishment of drone assault regiments, the build-up of UAV crew echelons, and the development of lower-tier air defense. 

Within the Ministry of Defence team, he will continue to oversee the development of key projects aimed at achieving Ukraine’s wartime objectives.
