Liubov Halan
On 29 July 2026, Liubov Halan was appointed Deputy Minister of Defence of Ukraine.
Liubov Halan was born on 31 July 1996 in Lviv.
In 2019, she graduated from the National University of Kyiv-Mohyla Academy with a Master's degree in History.
From 2017 to 2022, she worked as a Project Coordinator at the Center for Civil Liberties. Between 2020 and 2022, she also worked at the Kyiv School of Economics and the East SOS Charitable Foundation.
Following the start of russia's full-scale invasion, she co-founded the Frontline.Care charitable organization (2022) and the Pryncyp Human Rights Centre for Service Members (2023).
Through her work at the Pryncyp Human Rights Centre for Service Members, she contributed to the development of legislative and regulatory amendments concerning military service, the social and legal protection of military personnel, the reform of the military medical examination system, and support for wounded military personnel, prisoners of war, persons missing in action, and their family members.
At the Ministry of Defence of Ukraine, Liubov Halan is responsible for shaping and implementing policies on the development, effective employment, and retention of the human capital of the Defence Forces of Ukraine throughout the entire military service lifecycle. The individual service member remains at the centre of these policies.
