‘Weapons of Victory’: In 2025, the Ministry of Defence signed contracts with 12 manufacturers for a total value of almost UAH 130 billion

In 2025, under the ‘Weapons of Victory’ initiative, the Ministry of Defence of Ukraine has secured contracts with 12 Ukrainian weapons manufacturers for a total value of nearly UAH 130 billion. This was announced by Glib Kanievskyi, Director of the Procurement Policy Department of the Ministry of Defence of Ukraine, during an online meeting with representatives of the Federation of Employers of Ukraine Defence.

The primary focus of the discussion was the Ministry of Defence’s procurement policy priorities for 2025, with particular emphasis on the ‘Weapons of Victory’ program—a framework for long-term contracts spanning three, five, or ten years with national manufacturers of weapons and military equipment.

In particular, Glib Kanievskyi provided a detailed overview of the requirements for Ukrainian weapon manufacturers seeking to join the ‘Weapons of Victory’ program and secure long-term contracts. Key criteria include mandatory codification, establishment of serial production, and achieving a localization level of at least 50%, among other stipulations.

“The ‘Weapons of Victory’ program enables us to establish long-term partnerships with Ukrainian manufacturers. This ensures not only the stability of supplies for the Armed Forces of Ukraine but also fosters the development of the defense industry, creates new jobs, and strengthens the economy in times of warfare. Our objective is to ensure predictability and sustainability in this process,” emphasized Glib Kanievskyi.

Participants of the meeting also discussed priority procurement areas for 2025, improvements to the regulatory framework, and opportunities to expand mechanisms for long-term contracting.

The Ministry of Defence continues its series of meetings with manufacturers of weapons, military equipment, ammunition, and UAVs. In particular, the Ministry of Defence recently outlined its UAV procurement plans for 2025 to representatives of the ‘Technological Forces of Ukraine’ alliance.
