Uninterrupted supplies for the Armed Forces of Ukraine: the Non-Lethal Acquisition Agency to announce procurement plans for 2025 by December

The Non-Lethal Acquisition Agency will announce its 2025 procurement plans across all areas by the end of December. This became possible thanks to the coordination work within the program committees, where representatives from the Non-Lethal Acquisition Agency, the Ministry of Defense of Ukraine, and the Armed Forces of Ukraine participate. Early planning and preparation will ensure uninterrupted supplies of food, equipment, and fuel and lubricants for military personnel throughout the year. For suppliers, this also allows more organized and streamlined production planning.

“Announcing procurement for 2025 in advance is a vital step for effective planning to ensure that the Armed Forces have everything they need. This approach enables suppliers to prepare in advance for tenders and promotes transparency in the procurement process. By working on forecasted planning, we aim to improve supply levels, minimize risks of delivery disruptions, and ensure efficient use of state resources,” emphasized Deputy Minister of Defense of Ukraine Dmytro Klimenkov.

“Year-round procurement planning was a challenge for us, and achieving it was one of our main goals in our first year of operations. We succeeded in this thanks to the joint efforts of the Non-Lethal Acquisition Agency, the Ministry of Defense of Ukraine, and the Armed Forces of Ukraine structures. This synergy has allowed us to significantly improve the continuity and timeliness of military support. I believe this will benefit both suppliers, who can better plan their activities and production capacities, and the Armed Forces, enabling them to focus on their primary mission,” noted Non-Lethal Acquisition Agency’s CEO Arsen Zhumadilov.

To improve interaction with potential suppliers and manufacturers, the Non-Lethal Acquisition Agency, in cooperation with the General Directorate for Material Development, held a presentation of procurement plans for clothing and equipment for the upcoming year. The market was informed about changes in contract conditions and qualification requirements.

The Non-Lethal Acquisition Agency will also hold training sessions for manufacturers of clothing and equipment to guide suppliers in preparing documents for procurement participation.

The food supply sector will see several changes in 2025, including the launch of a pilot project for a new supply model in five regions, directly involving manufacturers. In addition, quality control for products will be strengthened by reviewing requirements for their nutritional value. The State Food and Consumer Service will be engaged in both scheduled and unscheduled inspections of producers and suppliers. Digitalization will also continue, with DOT-Chain including the creation and processing of contract violation reports. An automated system will be implemented to control the number of canned products shipped.

For food supplies in 2025, the Non-Lethal Acquisition Agency plans to approve and procure new inclusive ration packs that meet the ethical, medical, and religious needs of service members. Technical specifications for halal rations have already been approved, with requirements for kosher and plant-based options in development.

In the fuel and lubricant sector for 2025, the Non-Lethal Acquisition Agency will, for the first time, expand its range of items, including those codified by NATO. This will cover both refined petroleum products and oils, lubricants, and fluids.
