Ukrainian Defense Manufacturers Receive UAH 9.8 Billion in Preferential Loans Under State Defense Industry Support Program

Ukrainian defence companies have received 162 preferential loans totaling UAH 9.8 billion under a state support program implemented by the Ministry of Defence of Ukraine.
Accessible Financing
The preferential lending program enables manufacturers to access additional funding resources:
- up to UAH 500 million in investment loans of up to five years term
- up to UAH 100 million in replenish working capital loans of up to three years term
The funds may be used for the development, production, repair, modernisation and disposal of weapons, military and special equipment, ammunition, and its components.
Today, Ukraine’s defence industry has enormous growth potential, however, rapid production scaling requires manufacturers to have access to financial resources. Preferential lending is precisely the tool that allows defense producers to continue operations despite shortages of working capital, fulfill contracts more quickly, and increase supplies to meet frontline needs.
According to Ms Gvozdiar, it is important for the Ministry of Defense that state support is not merely declarative, but delivers tangible results for manufacturers.
Comprehensive support for Ukraine’s defence industry
Concessional lending is one of the comprehensive support instruments available to Ukrainian defence manufacturers. The state has also introduced preferential equipment leasing and the Defence City special legal regime, while simplifying procedures for the construction and expansion of production facilities.
We support Ukrainian manufacturers because the development of a strong domestic defense industry is fundamental to Ukraine’s defence resilience, technological independence, and long‑term security.
