Ukrainian combat system DELTA became primary command platform for combined multinational team at NATO exercises

For the second consecutive year, Ukraine participated in NATO’s REPMUS 2025 – the largest international exercise for testing the use of unmanned systems in maritime operations. On the Tróia Peninsula in Portugal, naval forces from 24 countries jointly tested cutting-edge defense technologies over the course of three weeks. Ukraine joined the “red team” and provided its command and control through the DELTA system.

Using the Ukrainian combat system DELTA, more than 100 unmanned platforms were coordinated across maritime, underwater, land, and air domains. In addition to coordinating drones, the integration of the latest STANAG was validated, confirming interoperability with NATO and paving the way for the standardization of Ukrainian solutions. Likewise, video streams from all unmanned systems of the ‘red team’ were routed through DELTA’s Vezha module. 

“REPMUS 2025 confirmed that Ukrainian technologies not only meet NATO standards but also shape new approaches to warfare. DELTA demonstrated compatibility with the Alliance’s latest standards and, in practice, enabled the coordination of hundreds of unmanned systems of various types. This is proof of the flexibility of our solutions and our ability to rapidly adapt to any military operations at sea, on land, or in the air,” said Minister of Defence of Ukraine Denys Shmyhal.

The Ukrainian team was composed of military personnel from different services and branches, with the Ukrainian Navy playing a key role by ensuring coordination and the ability to operate effectively in complex multinational scenarios.

During the exercises, Ukrainian service members shared their combat experience with partners. REPMUS 2025 reinforced Ukraine’s status as a partner that influences the development of shared security technologies.
