Ukraine–NATO interoperability: JATEC and partners establish joint Lessons Learned platform

The NATO–Ukraine Joint Analysis, Training and Education Centre (JATEC), together with its partners, is working to establish the Lessons Learned Data Exploitation Platform (LL DEP).

Experts from the General Staff of the Armed Forces of Ukraine, the Command of the Land Forces of the Armed Forces of Ukraine, the Ministry of Defence of Ukraine, and NATO entities from Poland, Portugal, Canada, the Netherlands, the United States, the United Kingdom, and Czechia, as well as representatives of the NGO “Boryviter,” took part in the inaugural conference dedicated to the project’s implementation.

The event focused on identifying the functional, technical, and organizational parameters of the platform that would integrate the military experience of Ukraine and NATO into a single system. 

Participants discussed the architecture of the future system, data-sharing mechanisms, and procedures for interaction between key stakeholders in the Lessons Learned process—JATEC, the Armed Forces of Ukraine, and NATO.

“Ukraine’s combat experience and NATO’s technological capabilities will create the foundation for a new model of operational learning—one that will enhance Ukraine’s defense posture and contribute to the development of a shared security architecture for the future,” emphasized Colonel Valerii Vyshnivskyi, JATEC Director for Programme Implementation.

At the LL DEP Conference, the working groups focused on four areas: from the platform’s final outputs and results to the information exchange process among stakeholders, methods of data collection and sharing, as well as the tools and methodologies used for data analysis.

“The JATEC Lessons Learned data platform marks a crucial milestone in the transformation of Ukraine’s defence sector. Prompt operational analysis and adaptive decision-making enhance the effectiveness of the Armed Forces of Ukraine and provide partners with a model for studying innovation amid wartime,” said Pavlo Musiienko, Head of the Analytics Department at the NGO “Boryviter.”
