Ukraine’s defense companies sign over 50 concessional leasing agreements

The Ministry of Defence of Ukraine continues to develop financial instruments to support the domestic defense industry. Since the launch of the concessional financial leasing program, 54 agreements totaling UAH 244.53 million have been concluded.
The mechanism was introduced by a resolution of the Cabinet of Ministers of Ukraine at the end of 2025.
Concessional leasing helps defense manufacturers expand capacity
The program enables defense industry companies to obtain the equipment, machinery, and other fixed assets they need without paying the full cost upfront. This makes it possible to spread the financial burden over time and direct part of their own resources to other production needs.
The ability of Ukraine’s defense industry to scale up production quickly has a direct impact on supplying the Defence Forces with the weapons and equipment they need. Concessional leasing helps manufacturers invest in equipment and modernize production capacity while preserving resources to meet production needs. Our task is to develop financial instruments that give Ukrainian manufacturers more opportunities to grow and strengthen national defense capabilities.
Under the program, companies can obtain financing to acquire production equipment, machinery, vehicles, automation equipment, and other assets needed to manufacture, repair, and modernize weapons, military and special-purpose vehicles and equipment, ammunition, and their components.
How the concessional leasing program works
Government support enables companies to reduce their effective annual leasing costs to 5%. The government covers the difference between the base leasing rate and the subsidized rate.
The maximum financing amount per agreement is UAH 500 million, and the maximum term of the agreement is five years. The program is available to companies designated as critically important to the functioning of the economy during a special period in the defense industry sector.
To participate in the program, a company needs to apply to an authorized leasing provider. The provider evaluates the applicant’s financial capacity and whether the leased asset meets the program requirements, and verifies the company’s status in the defense industry.
The Ministry of Defence continues to expand defense companies’ access to state financial support instruments. This allows manufacturers to modernize equipment, expand production capacity, and increase the output of weapons and military equipment for the Defence Forces of Ukraine.
