Ukraine and partner countries establish CORPUS coalition for defence procurement

CORPUS marks the next step in advancing Ukraine’s cooperation with partners

Ukraine, together with partner countries, has established CORPUS (Coalition for Resilient Procurement and Unified Support), a multinational coalition focused on defence procurement. The coalition brings together the Ministry of Defence of Ukraine’s Defence Procurement Agency DOT and procurement agencies from partner countries, including Finland, Italy, Norway, Sweden, and the United Kingdom.

A memorandum of cooperation to this effect was signed in Kyiv.

CORPUS functions

CORPUS aims to serve as a permanent platform for strengthening the defence capabilities of Ukraine and its partners, while bringing together procurement agencies to improve coordination, enhance supply system resilience, and deepen cooperation in a dynamic security environment.

“CORPUS will become an extensive network of procurement agencies from partner countries. This will enable better procurement planning, help build reliable supply chains, and identify weak links. It will also allow participants to share experience, solutions, and tools, strengthening one another,” said Artem Romaniukov, Director of a Directorate at the Ministry of Defence of Ukraine.

Agencies will cooperate at the operational level through the exchange of approaches to market engagement, digital tools, anti-corruption and compliance practices, as well as supply organisation.

At the same time, the coalition remains open to other partner countries, provided they join the Memorandum and receive the Board of Directors' unanimous consent.

“Today, supply systems operate amid rapid change and shared threats, requiring closer coordination between countries. We are already cooperating with partners at the operational level, and CORPUS marks the next step in advancing this cooperation,” said Arsen Zhumadilov, Director of the Defence Procurement Agency DOT.

Why CORPUS matters for Ukraine and its partners 

According to Arsen Zhumadilov, for Ukraine, this initiative represents an opportunity to scale the experience of military sustainment developed during the full-scale war. At the same time, for partners, it provides access to practical solutions already operating in real conditions.

Particular interest among partners has been drawn to the IT solutions of the Defence Procurement Agency DOT, which the Ministry of Defence is implementing as part of its overall digital transformation. These tools have already proven effective in practice. In particular, this refers to the DOT-Chain digital ecosystem: the DOT-Chain Defence weapons marketplace, the DOT-Chain Food catering management system, and the DOT-Chain Arsenal system for managing operational-level supply.

Digitalisation has enabled faster supply, improved process management, and the introduction of data-driven decision-making. 

Arsen Zhumadilov will chair CORPUS during its first year. Thereafter, the chairing role will rotate by unanimous decision of the participants.
