Three weeks remain for individuals with limited fitness who are liable for military service to undergo MMC examination

The Ministry of Defence of Ukraine reminds individuals liable for military service who were classified as having limited fitness for military service before May 4, 2024, that they must undergo a follow-up Military Medical Commission (MMC) examination by June 5, 2025.

This requirement is stipulated by the Law of Ukraine No. 4235-IX dated February 12, 2025, “On Amendments to Paragraph 2 of Section II, ‘Final and Transitional Provisions,’ of the Law of Ukraine ‘On Amendments to Certain Laws of Ukraine to Ensure the Social Protection Rights of Military Personnel and Police Officers.’

Who is required to undergo a follow-up MMC examination?

Male citizens of Ukraine aged 25 to 60 who were previously classified as having limited fitness for military service based on prior medical examinations.

Persons with disabilities of any category are not required to undergo a follow-up MMC examination under this provision.

Procedure for undergoing a follow-up MMC Examination

  • Individuals liable for military service can independently obtain a referral for the MMC examination from a Territorial Recruitment and Social Support Center (enlistment office).
  • It is also possible to obtain a referral for the MMC independently through the Reserve+ electronic system.

Upon receiving the referral, individuals are required to report to the Military Medical Commission designated by the enlistment office. This could refer to an MMC at an enlistment office, a military hospital, or another healthcare facility. Required documents include identification documents, military registration papers, medical records (if available), and results of previous medical examinations.

Specialist doctors will conduct a follow-up medical examination to assess eligibility for military service in accordance with updated requirements. Based on the examination results, a new MMC conclusion will be issued regarding fitness or unfitness for military service.

Consequences of non-compliance with legal requirements 

Failure by individuals liable for military service to undergo a follow-up MMC examination, as required by law, will result in the following:

  • Enlistment offices will submit relevant requests to the National Police of Ukraine regarding administrative offenses committed by individuals liable for military service, via electronic interaction between the Unified State Register of Conscripts, Persons Liable for Military Service, and Reservists, and the Unified Information System of the Ministry of Internal Affairs;
     
  • Based on requests from enlistment offices, police officers will carry out administrative detentions and escort individuals liable for military service to the nearest district (or city) enlistment office;
     
  • Individuals brought in will be held administratively liable and simultaneously referred for MMC examination, even if the legally established deadline for such examination has expired.

As a reminder, violations of military registration procedures by individuals liable for military service during a special period entail administrative liability under Article 210 of the Code of Ukraine on Administrative Offenses. The penalty under this article includes a fine ranging from UAH 17,000 to 25,500.

The Ministry of Defence of Ukraine urges individuals with limited fitness who are liable for military service to take this requirement seriously and undergo a follow-up MMC examination in a timely manner.
