The Unified State Register of Military Personnel to be established in Ukraine
The Verkhovna Rada of Ukraine has passed the updated draft law on establishing the Unified State Register of Military Personnel, at its second reading and in its entirety, incorporating the proposals submitted by the President of Ukraine, Volodymyr Zelenskyy.
According to the document, the implementation of the Register will mark a significant step in the digitalization of the security and defense sector. It will provide military personnel with quick, convenient, and transparent access to state services, thereby improving the effectiveness of decision-making within the General Staff and the Ministry of Defence.
“The Register will serve as a foundation for building an ecosystem of fast and convenient services for military personnel, while also enabling the development of high-quality, accurate analytics for the General Staff and the Ministry of Defence. It will operate exclusively within Ukraine, with all data managed by the Cyber Incident Response Center. This is about convenience, security, and fair service for every service member,” emphasized Ukraine’s Defence Minister Rustem Umerov.
The initial data to be included in the new Register will pertain to military personnel of the Armed Forces of Ukraine and the State Special Transport Service. Looking ahead, the plan is to cover all components of the Defence Forces.
As noted by Deputy Minister of Defence of Ukraine for Digital Development, Digital Transformation, and Digitalization Kateryna Chernohorenko, the adoption of the law responds to the needs of both the military community and society.
“A digital army means solving issues not by waiting in lines or dealing with red tape, but quickly, transparently, and conveniently. This is a direct request from society and the military that we are responding to. The adoption of this draft law is a crucial step toward achieving this goal.”
Establishing the Register will populate state databases with reliable data and facilitate the operation of a comprehensive digital ecosystem focused on military personnel and their needs.
The amendments to the Law of Ukraine “On Military Duty and Military Service” provide for the following:
- Establishment of a dedicated database of military personnel;
- Introduction of a unique electronic identifier, the Military ID, which will enable data exchange between registers without the use of personal data;
- Expansion of the functionality of the “Army+” application, including the rollout of an electronic military ID card.
- Digitalization of most services related to verifying military service, such as Form 5 (military service record), which is required to obtain subsidies, benefits, loan programs, or weapon permits — without the need to submit a report or apply in person.
The Register will contain only a limited, encrypted dataset sufficient to ensure the provision of social services.
Details such as place of service, rank, or military specialty will not be retained in the Register. These data will be accessible exclusively within restricted environments of other systems that do not exchange information with external registries.
All data are securely protected and overseen by the Cyber Incident Response Center.
