The State Operator for Non-Lethal Acquisition (DOT) procured color-marked diesel fuel for the needs of the army

The State Operator for Non-Lethal Acquisition (DOT), the procurement agency of the Ministry of Defence, procured diesel fuel marked with dyes. As a result of the competitive bidding, contracts totaling over UAH 2.7 billion were concluded, and deliveries have started.

“Marking diesel fuel provides an effective control mechanism that allows tracking each batch and minimizes the risk of misuse. Thanks to competition among suppliers and transparent procurement procedures, we have not only provided the army with a high-quality resource but also optimized the use of budget funds, guaranteeing continuity of supplies,” said Deputy Defence Minister Dmytro Klimenkov.

Particular attention was paid to checking dyes' physical and chemical properties and studying their impact on fuel. Tests confirmed that the dyes do not degrade the product quality.

The marking facilitates the identification and tracking of fuel procured exclusively for the needs of the Armed Forces of Ukraine, thereby minimizing the risk of illegal resale.

The procurement was made using funds from the additional financing allocated in December 2024. The DOT team swiftly organized and carried out procurement processes via Prozorro. In this way, it ensured the availability of transitional fuel stocks by the beginning of 2025. This ensured the uninterrupted supply of fuel to the Armed Forces of Ukraine for operational tasks.
