The process of establishing an independent Supervisory Board of the Non-lethal Defence Acquisition Agency has begun
The enterprise of the Ministry of Defence, the Non-lethal Defence Acquisition Agency, (DOT) and the non-governmental organization "Fund for Expert Support for Governance and Economic Development" (EDGE) signed a Memorandum of Cooperation aimed at searching and selecting candidates for the Supervisory Board.
Currently, the DOT has announced the gathering of commercial bids for recruitment companies' services via the Prozorro system, which will be forwarded to EDGE for winner selection and contract completion. The deadline for submitting proposals is March 22, 2024.
The Supervisory Board will consist of five members: three independent and two representatives of the state.
"The launch of the Supervisory Board is a step to ensure transparency and accountability. This is especially important for non-lethal purchases, in particular for even more efficient use of budget funds," said Deputy Minister of Defence of Ukraine Dmytro Klimenkov.
"The establishment of the Supervisory Board is an effective practice of implementing the principle of corporate governance in the public sector, a key to successful management and ensuring high standards of transparency and accountability implemented by the DOT," said the agency's general director Arsen Zhumadilov.
The procurement of the services of the recruiting company will be carried out with the funds of the donor (funds of the support program of the Special Adviser on Defense Issues of the Embassy of the United Kingdom in Kyiv, financed by the British government).
Pursuant to the memorandum on cooperation between the Non-lethal Defence Acquisition Agency and the non-governmental organization "Fund for Expert Support for Governance and Economic Development", the procurement process was launched exclusively for the announcement and submission of offers.
"Fund for Expert Support for Governance and Economic Development" will act as the client of the specified services: it will select a recruiting company and conclude a contract with it outside the electronic procurement system.
As a result, the DOT will not enter into a direct contract with the recruiting company. The streamlined procurement will be completed following the conclusion of the bidding process.
