The MOD announces the Strategy for enhancing human resources within the Defence Forces

Developing the individual and professional skills of military personnel is one of the top priorities for the Ministry of Defence of Ukraine, alongside developing the potential of human resources of the Armed Forces. The Ministry has formed a strategy for the development of human capital in the Defence Forces and initiated open debates to carry out these tasks.

The draft Order “On Approval of the Strategy of Attraction, Development, and Retention of Human Capital in the Armed Forces of Ukraine for the Period up to 2027” is available on the Ministry of Defence’s official website. In the document, the Ministry outlines key goals and objectives to improve the country's defense capabilities in wartime, post-war, and peacetime.

“One of our top priorities today is human capital development. This is the key to winning and succeeding. The new Strategy will become a tool for enhancing the prestige of the service, promoting comprehensive growth, and motivating our defenders. It introduces a comprehensive and innovative approach, considering modern contexts,” Deputy Defence Minister Nataliia Kalmykova emphasized.

Enhancing defense awareness in society, promoting the prestige of military service, and facilitating the professional advancement of Ukraine's defenders are key objectives of the Ministry of Defence. Particular focus is given to ensuring gender equality, enhancing staff safety, incorporating innovative approaches to personnel management, and implementing a just and efficient policy for veterans after their military duty.

The Strategy's implementation will encompass developing annual plans, monitoring key indicators, engaging civil society, implementing transformational changes, fostering interagency collaboration, and developing international cooperation. A dedicated Interagency Working Group under the auspices of the Ministry of Defence will coordinate the efforts.

Successful implementation of the Strategy will help improve the combat readiness of the Defence Forces, accelerate Ukraine's integration into NATO and the EU, and optimize investment in the development of military personnel.
