The Ministry of Defense has approved the scope of pre-hospital care

The Ministry of Defense of Ukraine approved the scope of first aid for various levels of training for military personnel and employees of the Defense and Security Forces. The Ministry of Justice registered the new regulations on July 19, 2024, following the introduction of them by Order of the Ministry of Defense of Ukraine No. 436 on June 29, 2024.

This regulation defines the scope of pre-hospital care provided by servicemembers and employees of the security and defense forces during combat operations, combat and special tasks, national security and defense measures, as well as preparation of the components of the security and defense forces for their intended use.

«The establishment of the scope of pre-hospital care is an important step that was preceded by extensive collaboration with Western partners, combat medics, and representatives of specialized NGOs. The document was developed together with the General Staff, representatives of the types and branches of the Armed Forces, as well as other components of the Defense and Security Forces. Currently, we have a system that accumulates the best experience of Ukraine and NATO countries. This will save lives and protect the health of our defenders on the frontlines and improve the quality of training in Tactical Combat Casualty Care»,  stressed Deputy Minister of Defense of Ukraine Nataliia Kalmykova.

The document divides pre-hospital care into four levels and establishes a list of skills and interventions used by military personnel to provide care to the injured. It also contains a list of medicines used to help the injured.

«The basic regulatory foundation has been established, on which we will build a modern and effective system for preserving the life and health of servicemembers on the frontlines. The scope of pre-hospital care will allow us to develop uniform clear training standards and generic training programs for tactical medicine», added Oksana Sukhorukova, head of the Department of Health Protection of the Ministry of Defense of Ukraine.
