The Ministry of Defence reports initial outcomes of the NATO-Ukraine Strategic Defense Procurement Review

In the first year of operation, the Ministry of Defence’s procurement agencies, the Defence Procurement Agency (DPA) and the State Operator For Non-Lethal Acquisition (DOT), signed contracts totaling over UAH 370 billion for the supply of weapons and non-lethal assets to the Armed Forces of Ukraine.

This was announced by Glib Kanievskyi, Director of the Procurement Policy Department of the Ministry of Defence of Ukraine, during a Coordination Conference on the implementation of the Strategic Defense Procurement Review of Ukraine, which was endorsed at the 75th NATO Summit in Washington in 2024.

According to Glib Kanievskyi, the implementation of the Review aims to enhance the efficiency, transparency, and accountability of defense procurement processes, aligning with the practices of NATO member states.

Key achievements in 2024:

Glib Kanievskyi highlighted several significant milestones achieved in defense procurement over the past year, including:

  • Procurement policy formulation and direct procurement functions were split between the Ministry of Defence and professional procurement agencies.
  • In the first year of operating under the new procurement framework, the procurement agencies signed contracts worth over UAH 370 billion.
  • Supervisory Boards were established at the DPA and the DOT.
  • The digital platforms DOT-Chain and “MoD Partner” have been launched, alongside the implementation of the SAP-based accounting system.
  • The system for planning non-lethal procurement has been further developed.
  • Framework procedures for defense procurement have been implemented in the Prozorro platform.

Plans for 2025:

According to Glib Kanievskyi, the following initiatives are planned to be implemented in 2025:

  • The development of a new legislative framework for defense procurement.
  • The systematization of the wartime procurement experience.
  • Building trust in the Ministry of Defence’s procurement agencies.
  • The creation of a functional supplier registry, among other measures.

The Strategic Defense Procurement Review of Ukraine includes 21 recommendations aimed at enhancing the efficiency of supplies to the Armed Forces of Ukraine during both wartime and peacetime. In particular, these recommendations focus on ensuring interoperability with NATO procurement systems, refining contract procedures, advancing long-term planning, and strengthening civilian democratic oversight.

Work on the Strategic Review commenced in March 2024, with the participation of representatives from the Ukrainian government, NATO, and the NATO Support and Procurement Agency (NSPA). The process was coordinated by the Procurement Policy Department of the Ministry of Defence of Ukraine in collaboration with NATO representatives.

The Ministry of Defense of Ukraine extends its gratitude to international partners for their ongoing support and reaffirms its commitment to further collaboration in defense procurement.
