The Ministry of Defence is launching the DOT-Chain Defence System for the procurement and supply of drones

The Ministry of Defence of Ukraine is launching the DOT-Chain Defence System, a module based on the DOT-Chain IT system, which will regulate the procurement and supply of drones to the military.
This announcement was made during a meeting of the Ministry of Defence and the Defence Procurement Agency (DPA) team with representatives from domestic drone manufacturers.
The meeting was attended by approximately 200 companies developing advanced unmanned technologies for the Armed Forces of Ukraine.
“The developed systems are capable of neutralizing enemy tanks, destroying enemy fortifications, engaging enemy infantry, and eliminating russian helicopters. These systems perform reconnaissance operations, support logistics and evacuation missions, capture enemy personnel, and conduct long-range strikes against critical enemy targets. We are dedicated to ensuring the timely delivery of the best drones to our warriors in the required quantity, without obstacles or delays,” emphasized Ukraine’s Defence Minister Rustem Umerov.
During the meeting, a new model for supplying UAVs was introduced, along with updated regulations for cooperation between the state, the military, and the private sector.
“Modern warfare demands modern solutions. Today, drones carry out a broad array of missions – not only assisting in neutralizing the enemy but also safeguarding the lives of our defenders. Our primary objective is to foster the growth of the Ukrainian UAV market and ensure the fulfillment of military needs. To achieve this, it is essential to establish a competitive environment, clear regulations, and opportunities for production planning,” explained the Acting Head of the Defence Procurement Agency (DPA), Arsen Zhumadilov.
The foundation of these changes is the implementation of the DOT-Chain system in the drone procurement process. This system has already demonstrated its effectiveness in non-lethal procurements for the military. Henceforth, the DOT-Chain Defence System module will ensure the following:
- Focused and swift supplies for the Armed Forces of Ukraine: Units will independently choose the assets they actually require. The delivery time will be shortened from months to just a few weeks.
- Advancement of the defense sector: Manufacturers will gain the opportunity to scale production capacities based on verified information in the system.
- Clarity in processes: Well-defined rules encourage competition and transparency in the supply processes.
“The DOT-Chain Defence System IT platform will enable brigades to independently select the UAVs they require, based on their needs and the battlefield situation. Simultaneously, we are making the drone market more predictable and clear for companies, allowing them to plan their production more effectively,” stated the Minister of Defence of Ukraine.
