The Ministry of Defence is implementing electronic resolutions issued by the Military Medical Commissions

The Ministry of Defence of Ukraine, in collaboration with the Ministry of Health, continues to reform the Military Medical Commissions (MMCs) system, implementing digital solutions and enhancing the regulatory framework to enhance their operational efficiency and transparency.
Going forward, the Military Medical Commissions (MMCs) resolutions will be issued electronically via the Medical Information System of the Armed Forces of Ukraine (MIS AFU), significantly streamlining the process for individuals liable for military service and service members.
“We continue to reform Military Medical Commissions (MMC) to make processes more convenient and transparent for every Ukrainian. The MMC electronic cabinet has been launched in the Medical Information System of the AFU. Paper-based conclusions are becoming a thing of the past—now, they will be issued online: quickly, simply, and without bureaucracy,” said Rustem Umerov, Minister of Defence of Ukraine.
From now on, electronic referrals to the Military Medical Commissions (MMCs) generated in the Oberih registry of individuals liable for military service will be automatically forwarded to the MMC cabinet, and the conclusions of the commissions will be automatically transferred back to the same registry. This considerably shortens the time needed to review and process documents.
At the same time, electronic resolutions of the Military Medical Commission regarding service members will be stored in the MIS AFU system, simplifying the process of receiving payments, benefits, and required services in the future.
The digital transformation of the Military Medical Commission (MMC) became possible due to amendments to Ministry of Defence Order No. 402, which include the introduction of an MMC cabinet, replacing paper forms of MMC resolutions with electronic ones, and simplifying paper reporting.
“The digital transformation continues to lessen the bureaucratic burden on people. Before, the MMC employee had to manually write the resolution and dispatch it to the enlistment office in paper format. Sending and inputting information into the Oberih registry took time, and there was a risk of data loss. We have streamlined the processes by creating functionality that enables the MMC to receive and send electronic documents online. Literally speaking, we want the data to run, not the people,” commented Kateryna Chernohorenko, Deputy Minister of Defence of Ukraine for Digital Development, Digital Transformation, and Digitalization.
The implementation of electronic resolutions will be carried out in phases:
• Starting from March 1, 2025, Military Medical Commissions (MMCs) that have completed training will be able to issue resolutions in electronic format;
• Starting from April 1, 2025, the electronic issuance of MMC certificates and sickness certificates will be mandatory for all commissions.
The project was implemented in collaboration with the Ministry of Health and the General Staff of the Armed Forces of Ukraine. It was supported by the Program backed by the UK Special Adviser on Defence, funded by the UK government, and by the Better Regulation Delivery Office (BRDO).
To recap, starting from January 2025, individuals liable for military service can submit a request and receive an electronic referral to the Military Medical Commission (MMC) via the Reserve+ app. This allows for a medical examination to be conducted without the need to apply to the enlistment office for paper documents, as the electronic referral is automatically recorded in the system and makes it possible to go directly to medical institutions for the examination.
