Stanislav Haider: The Ministry of Defence is bringing back the competitive basis for appointing executives of enterprises overseen by MoD

Henceforth, a specialized Working Group will determine the candidates for executive positions in enterprises under the Ministry of Defence. This will enable the recruitment of skilled managers and enhance the ability to fulfill the requirements of the Defence Forces.

Essentially, this decision reinstates the competitive hiring process for roles within the Ministry of Defence's enterprises. The Selection Working Group started its activities yesterday. This approach will enable us to bring competent and ethical leaders to assist in crafting development strategies, overseeing management, and supervising our enterprises. The outcomes of this decision will result in a more effective meeting of the Defence Forces' demands in times of war”, noted Deputy Minister of Defence of Ukraine Stanislav Haider.

The required contests for leadership roles in state-run businesses were halted during the martial law, with a few exemptions.

Only companies under the operational control of the Ministry of Defence will be subject to this MoD’s decision, which is designed to facilitate a transparent selection process for high-ranking positions.

The Working Coup will set and endorse the standards for assessing applicants for these roles individually for each company.

Concurrently, transparency in evaluation criteria and position requirements, as well as openness in competition announcements, will be key factors in candidate selection.

It is also planned to involve a professional recruitment agency in the selection process and invite representatives of international organizations, diplomatic missions, and representatives from the expert community to participate in the meetings of the Selection Working Group.

Enterprises' executive selection procedures are in accordance with the corporate governance principles of the Organisation for Economic Co-operation and Development (OECD).

It is anticipated that the decision will enhance the public's and partners' trust in the Ministry of Defence's decisions as an effective manager of state-owned companies.
