The Ministry of Defence has developed new procurement guidelines for procurement officers in military units

The Procurement Policy Department of the Ministry of Defence of Ukraine has developed guidelines for implementing decentralized procurement in military units.

Earlier, the Minister of Defence of Ukraine, Rustem Umerov, approved the establishment of an official position for procurement officers in military units.

“The new guidelines are intended to streamline and standardize procurement procedures, which is crucial in the context of a full-scale invasion. The document outlines the sequence of key stages in the procurement process: from planning procurement needs and contract signing to ensuring payment transparency and fulfilling agreements,” said Dmytro Klimenkov, Deputy Minister of Defence of Ukraine.

Highlights of the guidelines:

• A straightforward algorithm for planning, conducting, and supporting procurement in accordance with Ukrainian legislation;

• Methods for calculating the anticipated cost of procurement to ensure well-founded budget planning;

• The implementation of standardized approaches for assessing contractors for risks and compliance with integrity criteria;

• Facilitating transparency in the public release of procurement documents through the digital procurement system.

“In the current year, the Ministry of Defence has redirected over UAH 2 billion from its budget towards acquiring Mavic, FPV, and other drones for combat brigades. Next week, this amount will be increased several times over,” added Glib Kanevskyi, Director of the Defence Ministry's Procurement Policy Department.

It should be noted that the NATO-Ukraine Strategic Defense Procurement Review, approved at the 75th NATO Summit in Washington in 2024, places special emphasis on sharing best practices in decentralized procurement.
