The Ministry of Defence clarifies the submission of 2024 declarations for military personnel and civil servants

Commencing 1 January 2025, the annual submission period for 2024 declarations has been initiated. Pursuant to the Law of Ukraine ‘On Prevention of Corruption,’ individuals authorized to perform state or local government functions are required to file their declarations by 1 April 2025 via the official website of the National Agency on Corruption Prevention (NACP).

During the period of martial law, certain categories of military personnel are exempt from the obligation to file declarations. In particular:

  • military officials serving under contract, including personnel of rank-and-file, non-commissioned, junior officer, and officer ranks;
  • mobilized military personnel, reservists, and conscripted officers;
  • personnel in social services, healthcare, education, science, culture, and sports sectors (excluding leadership positions).

Military personnel of the Armed Forces of Ukraine subject to declaration requirements must submit their declarations within 90 days following the termination of martial law or upon discharge from military service.

However, during martial law, the following categories remain obligated to file declarations:

  • ministers and their deputies;
  • military personnel assigned to the apparatus of the Ministry of Defence (including those on temporary secondment);
  • members of military medical commissions and flight medical commissions (including those on temporary secondment);
  • military personnel of Territorial Recruitment and Social Support Centers (TRSSCs), except for enlisted personnel in guard units;
  • individuals involved in procuring goods, works, and services for defense purposes or responsible for quality control of such procurements.

Upon appointment to positions within the Ministry of Defence or TRSSCs, personnel are advised to submit declarations covering the years 2021–2024 within 90 days. Upon termination of public service, a declaration covering the period from 1 January to the termination date must be filed within 30 days. Military personnel of the Armed Forces of Ukraine are granted 90 days post-discharge to submit their declarations. 

Newly appointed military medical commission members must submit a candidate declaration for the preceding year within 10 days.

Civil servants in categories "A" and "B," senior officer ranks, and leadership of TRSSCs are obligated to notify the NACP of significant changes in their property status within 10 days. This requirement applies to income received, property acquired, or expenditures exceeding 50 subsistence minimums (in 2025, this threshold is UAH 151,400).

Individuals subject to declaration requirements must also report the opening of foreign bank accounts to the NACP within 20 days.

Designated anti-corruption authorized personnel monitor compliance with timely declaration submissions.
