The Military Ombudsman has introduced a single email address
Service members, their family members, and their authorized representatives may now send complaints and other submissions regarding matters related to military service to [email protected]
Procedure for submitting an email submission to the Military Ombudsman:
• prepare a written submission addressed to the Military Ombudsman, outlining the issue;
• attach, where available, documents confirming the facts set out in the complaint;
• provide your email address and mobile phone number for communication;
• send the submission and supporting documents to the official email address of the Military Ombudsman: [email protected]
The Office of the Military Ombudsman is also working to set up a short-number hotline and options to submit complaints via messaging services and the Army+ mobile application.
Complaints to the Military Ombudsman may be submitted by service members themselves, as well as by persons authorized by law. Following the review of complaints, the Military Ombudsman or the deputies shall be entitled to initiate inspections. The grounds for inspections may also include submissions by Members of Parliament, reports from the media, or other information, including confidentially obtained data.
As a reminder, in September 2025, the President of Ukraine signed the Law “On the Military Ombudsman,” which provides for the establishment of the position to ensure civilian oversight of the observance of the rights of service members, reservists, and other persons involved in national defense. In addition, the Office of the Military Ombudsman was established as an auxiliary body to the President of Ukraine. In October 2025, Olha Reshetylova was appointed to the position of Military Ombudsman.
The Military Ombudsman shall have the right to request and obtain the necessary information, including information with restricted access. The Military Ombudsman shall be obliged not to disclose information about an applicant’s private life without the applicant’s consent.
The Military Ombudsman shall submit an annual report on their activities to the President of Ukraine and the Verkhovna Rada of Ukraine by 30 March of the following year. The report shall be made public, except for information with restricted access, on the official website of the Military Ombudsman.
