The Government has strengthened the protection of rights for individuals with disabilities: their data will be shown in Reserve+ without requiring an examination by Military Medical Commissions

Information on individuals with disabilities will be automatically added to the Oberih register. The Cabinet of Ministers of Ukraine has approved the corresponding amendments to Resolutions 932 and 559.

Disability-related data will be retrieved via integration with the Unified Social Services Information System. As a result, the establishment or change of a disability group will be automatically reflected in the Reserve+ app or at an individual’s request, eliminating the need for a medical examination and a visit to the Military Medical Commission (MMC). These changes will enhance the protection of the rights of persons with disabilities and streamline the Military Medical Commissions (MMC) operations.

The offline submission process for individuals with disabilities to establish unfitness for duty has also been streamlined:

  • Henceforth, non-medical documents may be authenticated by an individual’s signature upon presenting the original. Previously, a notary's signature was required in some instances;
  • Documents may be submitted by individuals with disabilities, as well as their parents, guardians, and other legal representatives;
  • Decisions by the Military Medical Commission will be based on the submitted documents and the data in the electronic healthcare system.

“We continue to develop the ecosystem in Reserve+ to address user requests. These changes represent a further step toward streamlining processes for individuals with disabilities in the context of military registration,” stated Kateryna Chernohorenko, Deputy Minister of Defence for Digital Development. 

To reiterate, individuals with disabilities are exempt from compulsory referral to the Military Medical Commission for medical examination. However, they retain the right to voluntarily obtain the commission's conclusion based on the submitted documents.
