Defense contracts backed by state guarantees are being executed ahead of schedule

As of August 2025, Ukrainian defense manufacturers operating under contracts concluded with the Ministry of Defence of Ukraine in 2024 and backed by state guarantees are meeting their obligations 18% ahead of schedule.

In 2024, under this program, the Ministry of Defence concluded 11 contracts with eight domestic enterprises, each with a three-year duration. The total volume of state guarantees allocated under the 2024 state budget exceeded UAH 24 billion. The deliveries comprise a broad spectrum of vehicles and specialized equipment, including armored combat vehicles, medical evacuation vehicles, special-purpose trucks, fuel tankers, and other support assets for the Armed Forces of Ukraine.

“State guarantees for defense contracts have proven to be an effective mechanism for simultaneously reinforcing the military and supporting Ukraine’s defense manufacturers. We not only receive equipment for the frontline, but also create new jobs, advance technologies, and strengthen the economy. This is an example of how defense investments contribute to Ukraine’s victory and future,” said Colonel Oleksandr Osadchyi, Director of the Ministry of Defence’s Procurement Department.

The Ministry of Defence plans to further develop the program for concluding contracts backed by state guarantees. This will bolster the capabilities of the Armed Forces of Ukraine and simultaneously support the sustainable growth of the national defense industry.
