The Basic Qualification Levels for UAV operators have been finalized

The Ministry of Defence has established a qualification system for unmanned aerial vehicle (UAV) operators. The system consists of four Basic Qualification Levels (BQLs), each defining the capabilities and limitations for operating different types of drones.
BQL I, the entry qualification level, is intended for operating micro and mini-UAVs. It allows visual flights in ICAO Class E, F, and G airspace at an altitude of up to 900 meters above the ground. Operators are required to have a basic understanding of aviation meteorology, knowledge of their UAV's characteristics, and foundational navigation skills.
BQL II, the second qualification level, broadens the operator's range to control small Class I UAVs and allows access to Class D airspace at altitudes up to 1,500 meters. At this level, operators are required to work with radar stations and engage in advanced flight planning, considering wind conditions at various altitudes.
BQL III level grants access to operate tactical UAVs in all airspace, excluding Class A, at altitudes up to 5,500 meters. The operator must possess the skills to control the flight by instruments, operate collision avoidance and detection systems, and carry out takeoffs and landings at various airfields.
BQL IV, the highest level, grants the authority to operate operational and strategic UAVs of Class III in any airspace and under all weather conditions. Operators are required to be proficient in flying by instruments, managing satellite communications, and liaising with air traffic control.
Each Basic Qualification Level (BQL) clearly defines the knowledge, skills, and competencies expected from a UAV operator. This standardization will enable units to interact effectively on the front line and fully leverage the combat potential of unmanned systems.
It is important to note that flying beyond visual line-of-sight (BVLOS) requires a BQL IV qualification, regardless of the drone's size. Each subsequent level includes all the requirements of the previous ones and necessitates completing the corresponding training with a demonstration of practical skills.
The requirements have been developed in accordance with the Resolution of the Cabinet of Ministers of Ukraine No. 1129 dated October 1, 2024, on the implementation of a pilot project for the certification of UAV operator schools.
