The Army+ application now features a new option allowing military personnel to submit transfer requests to a different unit.
This fulfills an initiative previously announced by the President of Ukraine. This digital innovation is designed to simplify the transfer process, reducing bureaucratic delays and ensuring efficiency.
To utilize the latest transfer request functionality in the Army+ app, be sure to update the app to version 2.0.2 through your device's application store. Creating a report to request a change of place of service in the Army+ application takes approximately 15 minutes. Step-by-step guidance ensures that all necessary information is accurately provided for reviewing the documents and facilitating the decision-making process.
The primary set of documents needed for the application transfer report submission is outlined below:
A military ID or military officer identification card;
A recommendation letter from the unit where the service member intends to transfer.
Additionally, a military medical commission conclusion may be required, particularly when a service member needs to be transferred from a combat unit to a rear unit for medical reasons.
“There is no requirement for commander approval when it comes to submitting a report in Army+. This means the service member does not need to provide the commander's Army ID, which is required for other documents in the application. The report for transfer will be automatically sent directly to the Personnel Center of the Armed Forces of Ukraine, eliminating lengthy approvals, delays, and bureaucracy. This revolutionary change would have been beyond imagination without modern digital tools like Army+,” explained Kateryna Chernohorenko, Deputy Minister of Defence for Digitalization.
The request must be processed and verified by the Personnel Center of the Ukrainian Armed Forces within a span of 72 hours. In some instances, the Personnel Center directly contacts military unit commanders for approval, such as for transfers between rear units or combat brigades. Additionally, if a service member is an officer or holds an officer position, the commander's approval is required for transferring from a rear unit to a combat unit.
After 72 hours, the service member is notified of the results via Army+. If approved, an order for the transfer will be formulated.
If a transfer request is denied, clear reasons must be provided. For example, the new, simplified procedure prohibits military personnel from transferring if they have been in their current unit for less than six months or if their last transfer, initiated by them, occurred less than a year ago. The grounds for denial are outlined in Resolution No. 1291 of the Cabinet of Ministers of Ukraine, dated 12.11.2024, and will be explicitly detailed in Army+ for service members.
“The Defense Forces need individuals who are motivated and eager to enhance their expertise in this area. And there are many of them. Therefore, we must offer every opportunity for our valuable personnel to realize their potential and select a place of service where they can fully apply and expand their knowledge and skills,” added Kateryna Chernohorenko.
The successful launch of the service was the result of collaborative efforts between the Ministry of Defence, the Armed Forces of Ukraine, and public organizations.
