The Armed Forces of Ukraine are adopting an electronic Primary Medical Record, aimed at improving medical care

The Ministry of Defence is improving the record-keeping for pre-hospital medical care provided to service members. The outdated “Form 100” will be replaced by an electronic “Primary Medical Record”. 

The decision to approve the electronic Primary Medical Record form was made by Ministry of Defence Order No. 879.

Forms will be managed electronically within the information and communication system “Medical Information System of the Armed Forces of Ukraine.”

“This marks an important milestone, facilitating the collection and analysis of medical data to guide improvements in pre-hospital medical care,” commented Nikita Nikitenko, State Secretary of the Ministry of Defence, responsible for overseeing the healthcare sector within the ministry.

Implementing this order provides the basis for creating the Combat Trauma Registry, a project under development by the Ministry of Defence. Such registry data contributes, among other aspects, to establishing an evidence base for developing treatment protocols within NATO countries.

Rustem Umerov, Ukraine's Defence Minister, has mandated the implementation of an electronic Primary Medical Record system within three months of the order becoming effective.

Within the same period, the technical capability for maintaining this record-keeping system using the Medical Information System of the Armed Forces of Ukraine must be ensured.
