Stanislav Haider on the MoD’s enterprises transformation: Less administrative pressure plus enhanced transparency
Within the next two quarters, the management process of the state-owned enterprises within the Ministry of Defence will be modernized. The step-by-step implementation plan was presented within the framework of the Council of Donors for Institutional Reforms with delegates from 25 countries and international organizations.
“During the upcoming two quarters, the Ministry of Defence needs to significantly strengthen its role as the overseer of government-owned enterprises. The economic activities of subordinate enterprises should be directed not only to their own interests but also primarily to satisfy the needs of the Armed Forces. There are concurrent efforts to enhance corporate governance within state-owned enterprises, which the Ministry of Defence considers as an ecosystem,” noted Deputy Minister of Defence of Ukraine Stanislav Haider.
According to the Deputy Minister, this "ecosystem" is de facto a pool of companies that the Ministry of Defence relies on to fulfill the needs of the Armed Forces. The pool will include state-owned enterprises engaged in activities that cannot or should not be outsourced.
In the upcoming two quarters, the Ministry of Defence will persist in enhancing the ongoing processes to achieve the desired outcome in this area, namely:
1. Restructuring state-owned enterprises with financial difficulties, redundant operations, or non-defense-related activities.
2. Enhancing the professionalism and trustworthiness of managerial roles. Candidates for positions at MoD enterprises will be chosen through a specialized working group following the procedure approved by the Ministry of Defence.
3. Enforcing the most recent amendments to the corporate governance laws related to the Ministry of Defence's ownership responsibilities.
4. Ambitious strategic plans for the development of state-owned enterprises and realistic financial plans. Despite the challenging circumstances of the war, most of the financial plans for 2025 have been finalized, and efforts are underway to provide a qualitative update of the strategic development plans.
5. Establishment and development of joint enterprises with partner countries.
