Service members have used discounts at fuel stations under the ‘Pluses’ Program 3 million times — survey findings
The most popular offers of the ‘Pluses’ National Support Program for Service Members in Army+ were discounts from fuel station networks. Over nearly seven months since launch, these discounts have been redeemed 3 million times.
It was the category ‘Fuel and EV charging’ that service members wanted to see in the Army+ app the most (44% of responses). Service members shared this opinion during a March 2025 survey on the ‘Pluses’ Program conducted by the Ministry of Defence, with particular emphasis placed on the development of this category of offers. Back then, 43,000 service members participated — the largest number the app had registered up to that time.
Fuel station networks remain the top category in terms of the number of participating partners, including UKRNAFTA, WOG, and OKKO. In total, service members refueled 44.3 million liters of fuel with discounts across these three networks. Negotiations with several other fuel station networks are in the final stages, and they will join the Program at a later time.
Furthermore, new partners from categories previously unavailable in the Program have joined the ‘Pluses’ — categories that service members also actively voted for. These include household goods, tactical gear, and recreational products. Notable additions include the ROZETKA marketplace, Ukrarmor online store, and Multiplex cinema chain. Their offers are popular with users. For example, the ROZETKA and Ukrarmor promo codes were used 10,800 times, and thanks to a discount from Multiplex, 23,900 movie tickets were purchased.
The most requested new feature of the app was the ability to share discounts with family members. 44% of respondents considered the ability to share discounts with family the most important feature, and 88% were willing to share the Program’s offers with their relatives. This was also implemented at the end of April. Since then, users shared promo codes or QR codes for discounts 45,000 times.
“Our goal is to make ‘Pluses’ a warm, human-centered service that can respond with meaningful offers to any essential request from service members. The survey has further clarified the strategic direction of the Program, and we have already begun implementing the first steps informed by user input,” stated Kateryna Chernohorenko, Deputy Minister of Defence for Digital Development.
Kateryna Chernohorenko also mentioned that the Program will soon include new partners offering products and services related to leisure — including books — along with food and drinks, equipment, and mobile communications.
The ‘Pluses’ Program, launched in December 2024, brings together major businesses to offer exclusive deals on goods and services for service members. With over 257 million UAH saved to date, service members have utilized partner discounts 3 million times. During this time, the Program was joined by Ukrzaliznytsia, UKRNAFTA, Nova Poshta, WOG, OKKO, ROZETKA, Ukrarmor, and Multiplex.
