Service members can now submit request reports for a change of duty station between the Armed Forces of Ukraine and the National Guard of Ukraine through Army+
The Army+ app has introduced a new functionality enabling service members to submit electronic request reports for a change of duty station between the Armed Forces of Ukraine and the National Guard of Ukraine.
In early October, the Government adopted a decision to regulate the procedure for transferring service members between military formations. From now on, the process is carried out in digital form, which simplifies the procedure for submitting documents and shortens the period for their consideration.
“Service members are now able to change their duty station quickly and conveniently. The digital approval pathway through Army+ establishes a transparent mechanism that prevents delays or neglect of decisions,” said Minister of Defence of Ukraine Denys Shmyhal.
“This decision is about efficiency and about trust in everyone who serves to defend the state. What matters most is that every service member is where their experience and strength are most valuable to the country,” emphasized Minister of Internal Affairs of Ukraine Ihor Klymenko.
Service members can submit their request report in the Army+ app under the “Change of Duty Station” section. It is necessary to select the direction of transfer: from the Armed Forces of Ukraine to the National Guard of Ukraine, or vice versa.
As with the existing transfer procedures within AFU or NGU, the following documents must be attached to the request report:
- a copy of the military ID or military officer identification card (including all pages containing records);
- a letter of recommendation from the commander of the unit to which the transfer is planned.
For approval, the Personnel Center of the Armed Forces of Ukraine or the Personnel Department of the Main Directorate of the National Guard of Ukraine will directly contact the commander of the unit where the service member is serving. The unit commander is required to approve or justify a refusal of the request within 48 hours. In the absence of a response, approval is deemed granted.
Service members who are being transferred to rear positions and have been declared unfit for their current post by the Military Medical Commission (MMC) are required to submit the MMC’s conclusion. Approval from the unit commander is not required in such cases.
Internal personnel departments conduct the verification process within seven days. A transfer may be refused if, for instance, the service member has been suspended from duty, is absent from service, or is under an internal investigation. A complete list of grounds can be found in the Army+ app and in Resolution No. 1291 of the Cabinet of Ministers. Subsequently, the request report is transferred to the respective authority for consideration.
Upon approval, the change of duty station occurs within 30 days of the issuance of the order. A notification with the transfer order number will appear in the Army+ app.
“The launch of digital report submission marks another stage in implementing personnel reforms within the Defence Forces. The new functionality is designed to enhance the efficiency of command processes in the military and create more convenient conditions for service,” emphasized Minister of Defence of Ukraine Denys Shmyhal.
