Rustem Umerov: Ukraine is building a modern, technology-driven military

Ukraine continues to adopt new approaches to enhancing its defense capabilities. This was stated by the Minister of Defence of Ukraine Rustem Umerov during the ‘Ukraine. Year 2025’ forum.
“Every day, we are strengthening our army. We are building an efficient, technologically advanced military ready to face the challenges of modern warfare. And this is just the beginning,” Rustem Umerov emphasized.
The minister emphasized that a modern army demands innovative approaches to recruitment and training. To achieve this, the Ministry of Defence collaborates with private companies, implements innovative training methods, and focuses on practical skills and psychological resilience.
Implementing the ‘Contract 18-24’ program continues, providing volunteers with fair remuneration, social guarantees, and the ability to choose their place of service.
One of the key priorities is digitalization. Today, the Army+ and Reserve+ apps have already significantly streamlined interactions between the military, individuals liable for military service, and the system. In addition, the deployment of the DELTA and Vezha systems has greatly enhanced situational awareness on the battlefield, providing Ukraine with a technological edge in the warfare of the future.
The reform of military medical commissions is in progress. The first stage has already been implemented—individuals liable for military service can now receive an electronic referral for a medical examination. The second stage, which will be completed by the fall of 2025, will enable individuals to undergo a military medical commission at any medical facility, regardless of their place of registration.
The Defence Minister also emphasized that Ukraine continues actively cooperating with its partners. The Ramstein format remains a key platform for international support, while cooperation is expanding through new alliances.
“Every day, we work with our allies to enhance our defense capabilities,” he said.
According to him, Ukraine is attracting investments in the defense industry. As of today, the production capacity is assessed at $30-35 billion and continues to grow.
“Together with our partners, we are creating joint enterprises for the production of air defense/missile defense systems, satellite communications, and deep-strike weapons,” Rustem Umerov said.
Ukraine’s Defence Minister further emphasized that Ukraine is the world’s leading manufacturer of drones at both the tactical and strategic levels. 96% of UAVs deployed at the front are either manufactured in Ukraine or bought within Ukraine.
“We continue to develop this sector, creating new opportunities for manufacturers and the military,” the Minister emphasized.
“Special priority is ensuring stable military communications on the front lines. Together with the Ministry of Digital Transformation and the Ministry of Strategic Industries, we are working on reliable solutions to guarantee uninterrupted communication in the most challenging conditions,” Rustem Umerov added.
