Referrals to the military medical commissions will be available through Reserve+ without requiring a visit to enlistment offices

Individuals liable for military service will be able to receive an electronic referral to the military medical commissions through the Reserve+ app without the need to visit the Territorial Recruitment and Social Support Center (enlistment offices). The Ministry of Defence plans to finalize the corresponding mechanism by the end of February 2025.
In this process, the expert conclusions of the military medical examination will be submitted not in paper form to enlistment offices but in electronic form to the information and communication systems of the Ministry of Defence, including the Oberih register.
This was discussed at a meeting of the Coordination Center for the Arranging Medical Services of the Security and Defence Forces. The meeting was attended by representatives of the Ministry of Defence, the Ministry of Health, the Medical Forces of the Armed Forces of Ukraine, the medical services of various branches and types of the Armed Forces, and other defense and security agencies.
Oksana Sukhorukova, Director of the Health Department of the Ministry of Defence of Ukraine, noted that these innovations mark a significant step toward improving the functioning of the institution of the Military Medical Commissions.
The reform of the military medical examination aims to enhance its efficiency, delineate the roles and responsibilities of the Military Medical Commission and enlistment offices, eliminate queues at territorial enlistment offices, and mitigate corruption risks.
Nikita Nikitenko, Acting State Secretary of the Ministry of Defence of Ukraine, stated at the meeting that “the Ministry of Defence fully supports the proposed initiatives and is ready to take all necessary steps to ensure their implementation.”
According to Kateryna Chernohorenko, Deputy Minister of Defence of Ukraine for Digital Development, Digital Transformation, and Digitalization, the Ministry of Defence has proposed and is implementing a reform to digitalize military medical examinations, making them autonomous and objective.
“As a result, medical examinations will be available at any convenient medical facility listed, and doctors' reports will be stored in digital form with the signatures of the authorized persons,” commented Kateryna Chernohorenko.
