PURL and win-win cooperation: Mykhailo Fedorov discusses defense support with representatives of the U.S. Congress

Ukraine is counting on continued U.S. support in areas critical to the Ukrainian Defence Forces’ ability to protect the skies, contain the enemy on the front line, and diminish russia’s military potential.
This was discussed during a meeting between Ukraine’s Minister of Defence, Mykhailo Fedorov, and Members of Congress Richard Blumenthal and Jim Himes.
Air defense remains a key priority
Mykhailo Fedorov thanked the United States for its strong and consistent support for Ukraine. Air defense was a central focus of the discussion.
Ballistic missile threats continue to pose one of the most significant challenges for Ukraine. That is why continued deliveries of PAC-2 GEM-T and PAC-3 missiles are critically important.
The Minister of Defence emphasized the importance of the PURL (Prioritized Ukraine Requirements List) mechanism. Through this mechanism, Ukraine receives more than 90% of its anti-ballistic missile capabilities.
Mykhailo Fedorov briefed the U.S. members of Congress on progress in implementing Ukraine’s defense strategy Air-Land-Economy.

Increasing aerial target interception rates
Ukraine continues to increase its interception rates against aerial targets. Another key area of effort is the development of interceptor drones, a uniquely Ukrainian capability.
At the same time, Ukraine is prepared to share its experience in countering ballistic threats with its partners. As russia changes missile trajectories and employment tactics, Ukraine continuously adapts and enhances its solutions, including U.S.-provided systems. This experience is important for strengthening the capabilities of Ukraine’s partners.
Seizing the initiative on the ground and striking the enemy’s economy
Ukraine is also gaining the initiative on the ground. The disruption of Starlink access for russian forces has been one of the game-changers affecting their capabilities on the battlefield.
At the same time, Ukraine is investing in middle-strike capabilities and systematically degrading enemy logistics. In recent months, the Defence Forces have inflicted losses on russian forces at a rate exceeding russia’s ability to replenish its ranks.
In the economic domain, Ukraine continues conducting deep strikes against targets that sustain russia’s ability to wage and finance the war.

Win-win cooperation with the United States
The parties also discussed expanding win-win cooperation.
Ukraine is already testing partner-developed solutions under real-world conditions of modern warfare. This makes it possible to quickly identify which technologies are effective on the battlefield.
Ukraine is also training AI models using unique battlefield data. This paves the way for new opportunities for cooperation with partners and enables the scaling of technologies designed to meet the realities of modern warfare.
The Minister of Defence thanked the United States for its strong support and called for continued cooperation to help Ukraine bring the war to a just end from a position of strength.
