Prompt supply chain for drones and weapons: A comprehensive handbook specifically designed for military unit acquisition officers has been published for the first time
The Ministry of Defence of Ukraine has released a handbook for the acquisition of goods, services, and works within the military units of the Armed Forces of Ukraine. This edition marks the first instance of providing all the crucial basic information needed for planning and managing acquisitions, executing contracts, etc.
The handbook provides methodological recommendations and practical advice on organizing public acquisitions based on the existing legal framework. It will support the proper management of acquisitions in line with the principles of transparency, effectiveness, anti-corruption efforts, and fair competition.
“Having the complete set of knowledge and skills is vital for acquisition experts to organize these processes properly. It is their professionalism that determines how quickly and efficiently the Armed Forces will receive resources to defend the country,” said Deputy Defence Minister of Ukraine Dmytro Klimenkov.
Compiled by the MoD’s Office for Support of Changes, the handbook covers the entire acquisition cycle, from planning to contract reporting. A detailed explanation is provided for various acquisition types and methods, including the utilization of the Prozorro Market e-catalog, as well as the acquisition of weapons and military equipment, and services or goods related to fortification construction, etc.
“Since 2022, military units have received funding they never had before. Last year, subventions from local governments alone amounted to UAH 16 billion. With these resources, the military can buy drones and weapons independently. Nevertheless, unfortunately, they are not always equipped with the knowledge required to plan and manage the acquisition process, including drafting contracts, etc. For the first time, the handbook contains all the necessary basic information for this,” says Yurii Popyk, a military lawyer and an expert at the MoD’s Office for Support of Changes.

The manual was produced with support from the Defence Acquisition Reform Project, the “Foundation for Support of Reforms in Ukraine” NGO, and the UK Special Adviser on Defence.
Previously, the Ministry of Defence presented MoD Partner for interactions with manufacturers and suppliers of rear service property for the Armed Forces of Ukraine. The portal contains all the essential technical documentation related to the requirements for products for the Armed Forces of Ukraine. In addition, the process of obtaining certificates for companies to participate in tenders of the State Operator for Non-Lethal Acquisition (DOT), the Ministry of Defence's acquisition agency, has been simplified.
