Five key achievements: How the Ministry of Defence is strengthening state quality assurance of defence industry products

The Ministry of Defence of Ukraine is facilitating the state’s integration into the Euro-Atlantic system of defence procurement. One of the key areas of this effort is mutual state quality assurance of defence products, which reduces the risks of defective defence products and builds trust with partners.

To strengthen this area, a year ago the Ministry of Defence established a dedicated structural unit – the State Quality Assurance Department.

Over this period, the Department has achieved the following results:

  • Signed international memoranda of understanding on mutual state quality assurance of defence goods, works, and services with Turkey, France, Sweden, Czechia, and Germany.
  • Is providing administrative support for 18 international contracts for the supply of defence products with Czechia, Germany, Poland, and France; two contracts with Poland have already been completed;
  • Secured the adoption by the Cabinet of Ministers of a resolution defining the procedure for state quality assurance of defence goods, works, and services, creating the legal foundation for systematic work in quality assurance;
  • Established a regional network of territorial state quality assurance offices staffed with highly qualified specialists, performing their tasks across all regions of Ukraine;
  • Conducted a series of diagnostic audits of key defence industry enterprises. Companies are actively modernizing their processes in preparation for audits and are demonstrating that their quality management systems are capable of fulfilling state contracts in line with international standards.

“We will continue strengthening the system of state quality assurance to harmonize it with corresponding quality systems in the European Union, NATO member states, and partner countries,” emphasized Colonel Yevhen Krasnykov, Head of the State Quality Assurance Department.
