New tools speed up the acquisition process and boost the effectiveness of combat units - Dmytro Klimenkov on acquisitions through Prozorro Market
Since the commencement of the full-scale invasion, military units have procured drones of various kinds exceeding 21,000 in number, totaling UAH 1.7 billion, through Prozorro Market. In addition to drones, the e-catalog offers safety glasses, noise-canceling headphones, UAV control panels, portable radios, repeaters, night-vision devices, optical sights, and more.
The Ministry of Defense is improving approaches to defense acquisition through automation and transparent procedures based on the Prozorro Market e-catalog. The tool operates like an online store, enabling military units to swiftly and easily procure required supplies within budget. For instance, military units can use 10% of personal income tax that is refunded to them from local budgets.
The key advantages of an electronic catalog are efficiency, transparency, and competitiveness. The acquisition process takes an average of only 9 days, much faster than other procedures. Prozorro Market also enables achieving three times higher competition, leading to the most efficient use of funds.
An example of the system's diversity is the presence of over 130 drone suppliers. Upon a military unit's announcement of a procurement, all suppliers receive notifications and have the opportunity to submit their price quotes. The system automatically selects the best deal. This resulted in savings of approximately UAH 120 million on the UAV acquisition alone.
"The Ministry of Defence is actively enhancing the acquisition system to ensure the Armed Forces of Ukraine receive supplies with maximum efficiency and effectiveness. New opportunities have emerged through the Prozorro Market for the rapid acquisition of necessary supplies for individual military units. We are constantly introducing tools and procedures that speed up the procurement process and increase the effectiveness of combat units. Our strategy is focused on providing the Armed Forces of Ukraine with everything they need in the shortest possible time while guaranteeing control at all stages,” noted Dmytro Klimenkov, Deputy Minister of Defence of Ukraine.
There is a constant increase in the variety of military items that can be procured via Prozorro Market. The administrators of the system, the Professional Procurement state entity and the Ukrainian Special Systems state enterprise, liaise with military units, assess the market, and introduce new items. Administrators also screen suppliers so that only those with relevant experience in selling certain products can access the electronic catalog.
“Ensuring that the troops are promptly and methodically provided with the necessary equipment is key to fulfilling their combat missions. That is why the priority task for the Professional Procurement team is to expand the military nomenclature in the Prozorro Market. The tool significantly simplifies the acquisition process, as we take care of all the preparatory work. This enables the more effective and competitive allocation of funds for acquiring top-notch equipment. It also saves time for the military to spend on other important tasks,” explained Yevhen Yakubovskyi, Director of Professional Procurements.
