NATO will conduct an institutional audit of Ukraine’s military education system

Starting May 1, an institutional audit of higher military educational institutions under the Ministry of Defence of Ukraine will be conducted. Favorable results would mark a step toward the recognition of their diplomas by NATO member states.

Should the audit conducted by NATO specialists proves successful, it will allow professional military education courses to be certified in line with NATO standards. Certificates issued upon course completion will be recognized by NATO member states, fostering interoperability between Ukraine’s military education structures and NATO’s educational frameworks. 

The audit will proceed in several phases, with funding provided by partners from Lithuania. 

Initially, NATO experts will provide military institutions with compliance criteria and evaluation frameworks for auditing and final certification of professional military education courses. According to the schedule, in May, higher military educational institutions and military training units within higher educational institutions must prepare self-assessment reports and complete questionnaires on compliance with NATO educational criteria.

From June to September, NATO military education specialists will review the submitted reports and questionnaires. In the autumn, a group of NATO experts will visit Ukraine to meet with representatives of the military education system.

The final report from the auditors is expected in December 2025. 

“The results of this institutional audit will provide an objective assessment of how the 2020 audit recommendations have been implemented. Ukraine’s professional military education is steadily advancing to a new level of development,” stated Volodymyr Mirnenko, Head of the Department of Military Education and Science of the Ministry of Defence of Ukraine. 

It is worth noting that, with the assistance of NATO’s Defence Education Enhancement Programme (DEEP), Ukraine is reinforcing the training of its specialists in areas such as professional development, leadership, exchange of experience in training, combat operations, language proficiency, and more.
