MoD simplifies issuance of a new Combatant Status Certificate to replace a lost certificate

The Ministry of Defence has streamlined the procedure for issuing a new Combatant Status Certificate when the original has been lost or stolen, and for service members who have been released from captivity.

 These changes have been implemented pursuant to a Ministry of Defence order.

From now on, an application for a new Combatant Status Certificate does not need to be accompanied by a document confirming the filing and registration of a report with the National Police regarding the loss or theft of the document, or by a notice of its loss or theft published in print media.

Furthermore, service members released from captivity are no longer required to include service-investigation materials with their application for a new Combatant Status Certificate.

Procedure for obtaining a new Combatant Status Certificate

In the event of loss or theft of a Combatant Status Certificate, active-duty service members are required to submit a report to their unit commander, whereas those discharged from service must apply to the Territorial Recruitment and Social Support Center (enlistment office) at which they are registered. Applicants may also contact the Ministry for Veterans Affairs if their combatant status was granted through the interagency commission established under that ministry.

The application for a new Combatant Status Certificate must be accompanied by the following documents:

  • a copy of the lost or stolen certificate (if available);
  • the ticket sheet and its copy;
  • a copy of the first page of the national ID document (passport booklet or ID card);
  • two color photographs sized 3 × 4 cm on matte paper, with the facial image covering 65–70% of the photo.
