MoD’s non-core responsibilities to be transferred to the Ministry of Economy
The Ministry of Defence of Ukraine will soon transfer to the Ministry of Economy, Environment and Agriculture of Ukraine the responsibilities for shaping and implementing state industrial policy.
According to the decision of the Minister of Defence, this matter no longer falls within the competence of the MoD’s Department of Strategic Industries. Furthermore, the Ministry of Economy, Environment and Agriculture drafted, and the Cabinet of Ministers has already adopted Resolution No. 1425 of 5 November 2025 titled “On Amending Certain Resolutions of the Cabinet of Ministers of Ukraine Regarding Specific Matters of Industrial Production”. Thus, a significant part of the responsibilities for shaping and implementing state industrial policy is already being carried out by the Ministry of Economy.
Accordingly, the Ministry of Defence has initiated amendments to Cabinet of Ministers Resolution No. 671 of 26 November 2014 (as amended on 21 July 2025 by Resolution No. 905) to formalize the transfer to the Ministry of Economy of a portion of the responsibilities acquired after the Ministry of Strategic Industries was incorporated into the Ministry of Defence.
Therefore, in accordance with the defined priorities, the primary responsibility of the relevant MoD department will remain the development and implementation of state military-industrial policy, including state policy in the defense industry and the scaling up of domestic production of weapons and military equipment by defense enterprises.
